The lack of diversity in football organisations is a part of the issue in handling racism, says former Manchester City leader Vincent Kompany.
The stage was made by kompany after Belgium compatriot Romelu Lukaku was racially abused by Cagliari lovers.
Lukaku reported the game is"going backwards" in the aftermath of the abuse.
"Romelu is a victim of something disgraceful not just in soccer, but in society," explained Kompany.
Speaking to Sky Sports News, the Anderlecht supervisor added:"It goes back to who's predicted to make a determination on these issues, and it is in those organisations that the issues lie.
"The true racism lies in the fact that none of these institutions have agents that can really comprehend what Romelu is going through.
"You are working with a crowd of individuals and decision makers that are telling him how he should feel and think about this whenever you have no decision makers that are remotely in touch with what he has experienced in his life.
"That's the real issue, in case you go via the boards at Uefa or Fifa, the Olympic League or even the English League, there is a real absence of diversity.
"In case you don't have diversity in areas of power such as boardrooms then you can not have the right decisions concerning sanctions - it is a simple as that."
As he scored a penalty because of his side's winner in a 2-1 victory lukaku, who transferred from Manchester United to Inter in the summer, has been exposed to monkey chants.
A band of Inter Milan fans assert Cagliari fans were showing Lukaku a form of"respect" and also the abuse was gamesmanship.
